Exchange of shoes/Bad customer service

Good day
My mother went to Balfour park Pep store to buy school shoes for my daughter she bought size 9 and it was a small size for my daughter she wore the shoes once. She went back to Balfour Pep to request for an exhange to size 11 there was no size 11 and they referred her to Greenstone Pep.
She went there and to my suprise they refused to exhange the shoes. If my mother was they could have jumped inside the shop to make sure she gets the right size.
What kind of service is this I am so dissapointed she has the proof of payment with her she did not the shoes. The shoes were only worn once she could not wear them as it is a small size. Must she continue to wear them or what.
