Creating Website and they don't pay

I have created two websites namely [URL Removed] and [URL Removed] for the supplier.
I struggle to get payments from him. He does not answer his phone when I try to contact him and if he answers he is only making promises. I took the websites off but he went back to the people hosting it and they just restored it from a backup on their system. I also gave him a huge discount because he wanted me to do two web sites and now I'm struggling to get the final payment from him.
THIS IS NOT ACCEPTABLE!!!
