No joy with credit limit increase

I received an automatic credit limit increase on my account on 11 November 2013. Although I did not request this, I did not object to the increase. On 6 January 2014, I received a call from Foschini asking me if I would like to increase my credit limit. I confirmed to the caller that I had just received an increase, and she advised that this would be over and above that. At the time, I declined the request, and no mention was made of the offer expiring. On 13 January 2014, I decided to take up the offer of the credit increase, only to find out that I now had to go to a store to fill out an application as the offer had expired. The application was submitted, and has now been declined as I received a credit limit increase in the last 3 months. I now have to wait until 12 February 2014 and go back to a store to re-apply. How does this make any sense when I was offered another increase within 90 days, and now that I'm asking for it, it's a totally different story? Why am I no longer eligible for the initial credit increase offer? Nothing in my financial status/ account payment has changed???
