Very bad service

The 6 November 2013 I paid the municipal account at Spar the debit went from my bank card but the 3rd party machine was not working. The supervisor was called and instead of a credit another debit went through. I phone several times and spoke to Elize which was very rude. I spoke to the owner of the Spar and phone the Western Cape Spar office Eugene which he said will try and help me. Received and email from him today. After all the telephone call and time still no money in my account. This is a very bad service.
