Billed for voucher never received

I purchased OTA voucher on 28.09.2013 but this time didn't receive the voucher. Didn't think much of it, thinking there might be a problem with network. I phoned their them & they informed me they will send me the voucher afterwards. The following day I still didn't receive the voucher & I then went into Edgars MaynardMall where a girl then phoned OTA. Spoke to a consultant who inform me the department who deals with these queries was closed & that someone will phone me the Monday to give me my voucher pin. Next day came & past, still no voucher. Then phoned them again, same story. Went into Edgars Cape Town, the Wednesday. Cashier phoned Ota, same story after holding on for 30 minutes, told me would get my voucher next day. Thursday came & went, still no voucher pin. Went into Edgars Cavendish, after eventually getting through spoke to consultant who kept me holding on for nearly an hour, told me the same thing, voucher pin would be send the followind day.By this time I was furious, but kept my cool. Consultant could sense it & transferred me to his supervisor who told me a manager would contact me.
Till this day NO ONE got back to me, still NO VOUCHER & was BILLED.
