Do not want to accept payment arrangement

After sending proof of my latest payment on email with a request for a payment arrangement, i received a call from one of the agents to find out when i'll be making FULL payment. I informed the agent that i was stll waiting for feedback from Edgars with regards to the email that i sent to them but no one has called me back. I told him that i wanted to make a new payment arrangement as i cannot make full payment as arranged in the previous month. He then said that how can i expect them to agree to my new requested arrangement if i cant even keep to the one i have already made. I have been making payments every month, although not in full, but im still making payments. I mean, at least im trying to come to an agreement. I could have just as well not made ANY payments.
