Fraudent transaction at Edgars Centurion mall

My husband closed his edgars account in March 2012 after being retrenched. On 13 July 2013 his account was activated and a person bought good worth R7999.90. The person panicked while being checked by the security at the Edgars centurion door and left the goods there. Edgars took back the goods and credited the account. the person had activated all extras to the value of R126.28. Not once did edgars call to advise of this situation, secondly he is now struggling to get this R126.28 cleared. How does edgars activate closed accounts without verifying information eg, payslip, contact number and POA. why was he not contacted to advise him of this incident rather than getting a statement showing what had happened?
