Reduction of Credit Limit on Visa Card

I have been reducing my credit limit on a monthly basis.everytime I send an email it takes a long time to get a response. Whats strange is to increase a limit its done telephonically and you get a reply during the conversation on whether they can increase or not and the increase occurs quickly. Yet to reducce limit you must send an email which is then only respondent to later. How can one not reduce the limit telephonically. To me its wrong. Its like they prefer people to be in debt.

A telephonic instruction which is recorded anyway should suffice and the reduction must be done immediately.
