Received one DVD in a two DVD disc set

I bought a 2 disc DVD set of Cleopatra (45th Anniversary Edition) and upon opening it I discovered that there was only one disc inside, Re: disc1 - Part 1 of feature. The holder in which it was, was only made for one DVD and not two. In my opinion, this is not the original holder the DVD came in. the DVD holder was also not completely sealed with the usual plastic wrapping, but was sealed with cellotape only along the openings.
