NEED REFUND OR EXCHANGE

I bought a jacket and pants from the store in Sandton on 4 April 2013 - it was for a wedding but as it got closer to the wedding i found other things to mix and match and did not need the jacket - on the 29th i took the jacket back to Woodlands who said that we do not do refunds but can exchange within 10 days - she was prepared to help and i was prepared to exchange for something else - then she said oh the jacket has been marked down and she must get permission from Head Office who no surprise said NO not even an exchange - so i was basically told take your jacket and go away - i am not happy and i demand an explanation from Head Office - every single shop in the world offers a refund!!!
