Tracker unacceptable service

I installed tracker mar 2011 debit goes of I have never defaulted. I called tracker in Oct 2012 enquiry change of vehicle - advised they will install the new device into my new vehicle, the problem was they could not pick up a signal on my current vehicle. The only reason we found out the tracker doesn't wrk is when I made the call to them, what if my vehicle was? Dec2012 their techs re-installed the new device as the last reading was Sept2011 so I have been paying my fee for 16months with no signal. I pay tracker for their service it's not for me to go and call them to check if the device is working. I had my wife call them given my permission. advised by complaints dept last week that within 72hrs they will only refund 3months, Oct the month I called, Nov &Dec. When asked why the funds weren't EFT within 72hrs my wife was advised that the insurance company Dial Direct needs to give them feedback as I pay them. Dial direct tells me Tracker needs to refund me as they pay tracker. I have cancelled my policy with dial direct as my vehicle has been sold, new owner agreed to cont with the contract. called tracker 1wk ago advising of the new owners details given no call yet
