Not Activating NETSTAR

I had a NETSTAR tracking system installed in my wife's car after receiving bad service from Car Track. The system was installed on Tuesday 10 December 2013 and up to now it has not been activated. Daily phone calls to the call center promises that the system will be activated by "end of business today". Needless to say nothing happens. The fitment center admitted that Altech Netstar has a software problem and can not register new installations but this information was not given to me before installation or during any of the phone calls to Netstar. A manager can not be found to talk to me and the manager will phone me back. I am still waiting for this return call. My wife's car is now not covered and the insurance company thinks I am a as they are waiting for the certificate of installation which can not be provided until the system is activated and working.
I am wondering who will be held responsible for the damages/loss in the event that the car is.
This is a blatant breach of contract as the system should have been activated on the day of installation.
I am very interested to find out what ALTECH NETSTAR has to say.
