City Property: locked out with no notice

City Property notified us via letter that we had missed payment.. This is the first time we have done so since April 2011. We informed City Property we would pay week commencing 11 March 2013 as person who could pay was currently out of the country and had not been able to pay on time because of travel. On 13 March rent was payed. When we arrived late from work on 13 March we find that our flat is locked, city has changed locks and taken keys to their offices. City Property has closed offices for the day and we are unable to get into our flat. We made city property aware that we had not been warned about this and that we had no place to stay for the night. We had no way of contacting anyone at city property only person we could speak is "landlord" who could not do anything as he had little authority to have our flat opened and had no access to keys which were locked our at City Property. After time the landlord had convinced Gloria (building manager) to get a locksmith to open our flat. This process took over two hours with us having to spend out time in the passage and crowding a neighbours apartment. The lack of professionalism and disregard from City property is disgusting.
