Why pay for someone's debt?

On the 09 October 2012, a SGM was held at the offices of Earthzone Properties and the financial trustee explained to all owners the position regarding the electricity bill. it was explained that City of Johburg have been charging the complex on the incorrect ratio resulting in a bill of R519416.00 and a credit of R239554.93 still needs to be passed. Wayne asked Earth Zone why the money that has been over recovered had not been ring fenced. Earth Zone explained that they were promised a full credit to be passed on the account. It was established that due to the under recovery from Earth Zone on the electricity resulted in a shortfall on the council bill of approximately R253068.52 which a special levy has to be raised for to recover the bill. This bill dates back to 2009 and I bought my property in August 2011 and I was issued with a clearance certificate stating that all was in order with the property, it then comes as a dismay why I now have a previous debt that has been transferred to my name even though it is against the law, and furthermore Earthzone has found a loop in the system and raised a special levy to cover this debt. Why am I liable for a 2009 bill?
