WHY DO DALEGLEN TAKE 21 WORKING DAYS TO REFUND

I have vacated the flat 11 days ago, 31 January 2013, on contacting them now I received a reply saying, "As per the Lease Agreement, the deposit gets refunded 21 working days after you have vacated the flat provided we have a final electricity reading with proof of payment from you that this has been settled (this does not apply if you have pre-paid electricity)." We had a pre-paid meter, so what are they waiting for. Why must the tenant pay exuberant amounts upfront, but have to wait 21 working days to be refunded, when there are NO damages either, the caretaker said the flat looks better than when we moved in, that means I will get paid out the 4th of March 2013, there is NO reason why I should wait so long, I need to pay for alternative accommodation, I personally feel that this is absolute spitefullness from Mrs Knight and Frumers side, as we have rented before and irrespective of the waiting period for a refund, IF THERE ARE NO PROBLEMS OR MONIES DUE THE DEPOSIT CAN BE PAID BACK SOONER. They don't have time to notify people if they were successful candidates, because they are too busy investigating tenants private problems, the worst bunch, i have ever dealt with
