Weighed down by disregard and indifference

I am a current resident of Pete's Place, on Francis Baard, owned and managed by City Property (as far as I understand). The dwelling I currently inhabit is not leased under my name but that of my brother, who does not live in the unit. I am however, responsible for the payment of the rental and utility bills charged to the unit. Upon the expiration of the lease which started last June in July of this year, we opted to continue the lease on a month-on-month basis. As such, starting in July of 2013, an additional charge for 'add tag 3', was added to our rental statement (and now accrues interest). I have made several follow-ups regarding this matter with City Property's customer services (spoke to a rather very rude young woman), the young man who assisted me in calculating amounts outstanding for this unit when we moved in from Ken's Court, but have largely been treated with indifference and been ignored. I have paid for this charge but would like to know: why? We were issued with two tags, which were PAID for in the deposit. The full payment made in December 2013 was simply because of the fear of having my deposit withheld when we vacate the premises end of January. Please help.
