Deposit not paid timeously

Three weeks after moving we are still waiting for the deposit on the rent to be paid.
If you phone this company they tell you someone will get back to you. They do not.
If you email any number of staff you can be assured they will not reply.
When you eventually do get put through to the "right" person, you get told that the right person will only be back in office next month and only then will the query be looked into.
When you question breach of contract that clearly states that the deposit will be paid after settling of outstanding accounts and inspection of the property, the reply is "I am working here, not you, and that's not how it works. You can expect your deposit within two months". If rent gets paid a day late a fine of R250 is applicable, but the deposit can wait 19 days and counting.
This is the last straw - previous complaints were not reported because we aren't those kinds of people, but this has really gone too far now.
