Hot Water at my Unit to be fixed

I am a tenant at willow crest, sagewoord, midrand. I moved in on the 1st of November 2013 but after reconnecting electricity on the 25 November 2013 i have never had any HOT water to take a shower or do what i need with hot water. i have sent many emails to Bregan properties and have called in almost everyday but all i am getting is that the maintenance guys will come and fix it. I took a half day at work on the 5th when i was promised that the maintenance guy will come fix. but he only checked and said Bregan will contact me but till today i am the only one calling everyday. A lady today who has been talking to me even hung up on me as she cannot assist me. I need someone to help just to get Hot water.
