Unsatisfactory/ Bad attitude service by employee

Lumic Property are the managing agents of our Townhouse Complex. The property agents have made several attempts to claim for an incident involving persons not residing in the complex from us who are residing in the complex. They have held back monies due to this incident, thereafter a claim was done for a burst geyser. However due to this, they refuse to pay back the monies as well as refuse to assist the Unit Owner in finding a solution. This has been an ongoing process where the managing agents make it difficult to correspond with them. Constantly making excuses for payment forcing the Unit 88 Owner to appoint an attorney. Thereafter stating that it is within their mandate to only correspond with an Owner not an Appointed attorney by the owner. However this is incorrect as Legally the attorney has been appointed due to their incoherent and unsatisfactory service. The person responsible refuses to close the matter and states that payment has been done, however they refuse to send a proof of payment as well as attaches several amounts with no reasons to the levies. I would like this matter closed as it is costing us too much attorney fees due to the responsible person not assisting
