Disconnection of Electricity

I moved in to my new place (23 Celtis Gardens) on the 15th December 2012, I paid deposit for Electricity on the 12th December 2012, for Electricity to be connected on the 15th.
On the 09th January 2013 I received a notification of disconnection, the bill attached and statement showed electricity used from 1/11/2012-1/12/2012', by then I was not the owner nor occupying the place. The bill belongs to the previous owner. I raised it with Burni Bester and Sonja Reed, they both gave their word, that it will be sorted. I also sent an email the day I received the notification. I spoke to Burni on the 10th, telephonically and Sonja on the 14th, Sonja gave me her word that it won't be disconnected. I just got home and my electricity is disconnected. I'm so disappointed, just a month, and the service is this bad.
