Deposits not being paid back as per contract

I rented a property through Harcourts Ballito. I paid a substantial amount of money towards a security deposit, rent and water and electricity deposit. I lived in the property for a year and rent was paid on time every month. After I moved out, I expected the deposits I had paid when moving in, to be refunded to me with in 7 days as per the Harcourts contract I signed with them. After 10 days, I emailed the agent, and was given a bunch of excuses and then promised that the money would be paid back to me with in a day or 2. After a bunch of emails, and seeking legal representation, the security deposit was paid in to my account. This was almost a month after moving out (after the contract stipulates 7 days). My Water and Electricity deposit has still not been paid to me and it's almost 6 weeks later. I emailed the agent, and again was told she would look in to it. It's now a week later, and she hasn't done anything about it! I understand that the Water and Electricity deposit does not get refunded until the last bill from the city is received, but I moved out at the end of Feb. Its more than 2 months ago. This is absolutely unacceptable. I would no recommend using them, to anyone.
