Six months later and still no word

In early October 2012 I applied for an unabridged marriage certificate. It took them over four months to respond and say that they needed me to fax them marriage documentation. I called two days ago to see what was going on. It is now six months down the line and all they can say is that the case is with a manager at head office and I should call back every two weeks. Surely after six months and once I faxed them documentation, it should have been done??
A friend of mine applied two years ago and still no word.
Is this what Home Affairs boils down to? Service UNdelivered??
