Refusal to refund electricity deposit

In Dec2011 my house in Phalaborwa was sold. All paperwork was submitted to the municipality to show the change in ownership and the settlement of accounts. The municipality then changed the ownership but then added me as the tenant and kept on charging me every month.By April 2012 there was about a R4000 bill on my name which the estate agent then sort out. The municipality kept R8 on the account and every month charged me interest. I made numerous phonecalls and asked them to refund my deposit and take the outstanding few rand off and just close the account. I spoke mostly to Mr Radi Machaba, but also to Oupa and Edith. Between them they all three promised to sort out this mess and refund my deposit. I have now sent banking details twice and even organised someone to go on my behalf to collect the money. But everytime they have excuses: their car was broken, or they dont have authority to pay me my deposit, but they also cant give me the name of the person who can do it, or that the programmers is on leave and they are they only ones that can release the money, or that the system is offline. Its been 16months of absolute horrid service!!! AND STILL NO REFUND!
