Zero action or apology or service

I reported my wheelie bin being, along with a case number on 27th December 2012 in order to get a replacement. I received a reference number, was told that I would be called within the next 14 working days to arrange for the bin to be delivered to my home.
I called to enquire about the bin delivery again on 29th January 2013 - and was given a new reference number and the promise that they would follow up and get back to me with feedback. I had someone leave a message on my phone that they were going to follow up on this.
I heard nothing further and called again on 25 March 2013 - still no bin, and another reference number. Someone called me to say they'd follow-up on it (again) and call me back. Did not happen.
Called today, 16th April 2013 - still nothing happening and no feedback.

I am ready to bring my dirt to the Municipality's office each week.
