Water billing query - going around in circles

On Saturday, 23 June 2012, I reported a water leak from the meter box outside my property. I was given a reference number, but no response. On the Monday, I again reported it and was given another reference number and the leak was fixed a few hours later. When I got my next water bill, it was substantially higher. I then sent an e-mail query and asked for the account to be adjusted to reflect a more normal usage. I again got a reference number - no further response. I again e-mailed asking for a response to my e-mail and got yet another reference number saying it had been "forwarded to our water and sanitation department". Still no response. I then called the call centre and was told that the issue was on the system, but they did not know the progress. A note was added to the logged complaint to request a reponse ASAP. Still no response to date.
All of this has taken place over quite some time, with no response at all, other than yet more reference numbers. What else does one do?
