Paying for undrinkable wate

Hi Peter do you think that it is fair to pay for water that you do not even drink? I own a house in Brits in Canal Village, now the tap water in this area is not drinkable we actually buy water for drinking. I spend roughly R800 on drinking water for my family monthly. I have a 2 year old son who also suffered from this water and had continuous diarrhoea and this includes my wife and I. My water and levy bill is sitting at R3060 because I refuse to pay for water I can not drink which is my constitutional right. The right to clean water, but some people working in this municipality drive fancy cars and abusing the funds available, not to even mention the state of the roads in this municipality is disgusting: I damaged a windscreen and bumper after hitting a pothole trying to avoid another pothole.
