Good manners are important when working with peopl

Yesterday the municipality cut my electricity in my house. So I went to pay for reconnection this morning. At the Municipal office I got to learn that one receive a notice before they can get cut off the electricity of which I didn't receive. So I ask Rusha from the municipal office as to how did it happen that I did not receive the notice but I got cut off? She tells me it was sent to me on the 14th of February of which I really didn't receive it. So she asks me if I didn't know that I'm owing for electricity, with such a terrible attitude. I tried to explain to her that there was a back log on my rates account since I had just bought the house in question. I received a 3 months bill of rates in a month so I've been paying it off bit by bit. After explaining this to her, she just kept quite and gave me no more info about the delivery of the notice. When I ask her she just gave me attitude and said I don't give her a chance to talk. Had she not ask me if I didn't know that I owe money for my account and address the issue about the delivery of the notice? I don't owe her, I owe the municipality and the procedures say the notice must be hand delivered to me. I'm not stupid.
