Refund due not paid

After filing my 2011 return (due and submitted on time in January 2012) I received notification to confirm banking details. Due to time contraints and my 2012 return being due by 21 January 2013, I managed to pop into the the Sars office on 4 January 2013. I was finally assisted after a 2.5 hr wait. On 7 January, I filed my 2012 tax return. On 8 January I received another letter that I had to come into the branch to fica and confirm my bank details. I contacted the call centre and was informed that it would take 21 days to effect the fica I had done with Sars on 4 January. On 28 January I sent an email to the Sars monitoring office attaching proof of the confirmation of banking details done on 4 January 2013. I have not received any reply mail from them accept for an automated reply that they did receive my email. On 9 February I contacted the Sars call centre to follow through and was given a reference number 95253560. The consultant instructed me to resubmit my 2012 tax return by doing a correction and re-entering my bank account information. this I did and the return was submitted successfully. I think there is a systems error as I have still not received my refund
