Incorrect water reading

On the 31st ofJanuary 2013 I received my municipality bill and it showed that we used 17kl of water and we never do. On the bill it stated 17kl of water in 33 days and our water meter was on 508 on the 22nd of January according to the Municipality. On the 2nd of February I opened the water meter lid and the reading was 509. So 11days has passed and we only used 1 kl but in 33days we use 17kl. So the following day I went to the municipality and lodge a complaint and I informed them that this is wrong and I even showed the gentlemen at the information office (a photo that I took) that my water meter is on 509 kl. 7th of February I went back to the municipality and the water division send back that there is nothing wrong with the meter reading. So I lodge another complaint, because on the 7th of February the meter reading was on 511kl. They was supposed to get back to me and I'm still waiting. Today is the 11th of February and the metering reading is on 511kl. 20days has passed and we only used 3kl, but in 33 days we used 17kl. At the same time I was at the municipality 3 other people complaint about the same problem. My ref no. 1004653340 on 1st of Feb and ref no. 35915681 on the 7th.
