15 Months &still waiting

I have now been waiting since October 2012 for Home Affairs to renew a Relatives permit. Regular phone calls and e-mails to the call centre always gets the same response." We apologise for the delay, we have escalated the enquiry, we are waiting for a response from head office".
While the call centre, appear to be helpful and friendly, their head office seem to disregard the quiery and nothing gets done.
Their web site gives names and addresses of directors, who also don't respond.
WHAT to DO???
