17 weeks and still no driver's licence

I went to Alberton's Traffic Department to get my driver's licence renewed on the 12-10-2013, which cost me R228.00) and was told to come and fetch my licence after 8 weeks. When I arrived after 8 weeks, it wasn't there, so I came back the week after that and it still wasn't there, so I went back a week later, still no luck. After each week, I was told to leave my details. After week 10, I went to see the supervisor (Nikkie) and she said that it was most proberly lost and that she would re-issue my licence and that I would have to wait another 6 weeks. I waited 7 weeks before going back to see if it was ready for collection, only to find out that Nikkie hadn't even put my paperwork through the system. There is now a new supervisor (Martha) who has taken over from Nikkie, and who says that she will now re-issue my licence. I have now been trying for 16 weeks to get my licence. Both supervisors have given me a number to contact to see if my licence is ready for collection (011 999-2556). This phone is never answered and the number on-line is no longer valid. Please help me!
