Refuse to give me prepaid electricity

I own ONE house and I changed a portion of the house into a flat. My son and his family use the bigger part and my husband and me stay in the flat.
NOW: For six years we are struggling with our electricity bill. The day Tshwane Municipality took over we have a dispute with them. They already installed 3 water meters as well as 2 electricity meters to try and sort out the mess.
We installed a prepaid meter and now they claim we have TWO residents on one stand! After years of dispute and explanations we have two accounts: R48, 000 for the house and R10000 for the (prepaid) flat. They decided to discard the flat account, but this morning when my son tried to buy some prepaid electricity, some bright spark decided that we have to pay the R10000, otherwise no power!
I am sick and tired of unqualified, incapable people that really can't do their jobs.
Is there ANYBODY in this country that can listen and help us?
The whole Bronkhorstspruit's water and electricity bills is a total mess and abortion!
When you ask Ishmael Khan (in BHS office) he simply barks you away with: "You WILL pay your account or no help! "
