Duplicate ID stops marriage registration

I got married in October 2012, when our pastor wanted to register our marriage at home affairs he was informed that it was not possible because of a "duplicate" ID number problem on my ID. In April 2013 we went to the Akasia branch and filled in all the forms, took photos, fingerprints etc. The lady there said that it was an ID number that was "linked" to mine she could not understand how it happened. I was informed that it would take 6 to 8 months to sort this out. TODAY I HAVE BEEN WAITING 9 MONTHS. I started phoning in July, I always got the same reply, to phone in 2 to 3 weeks.
While this process is on-going, I am not able to apply for a passport and more importantly it is not possible to legally register my marriage.
