Failure to instal a water Meter and electricity

I moved into a New development house in Dawn Park ext 38 on the 20th of December 2013. The Developer Jaco Viljoen of Anvil Construction said he applied for a water meter and prepaid electricity box and instalation from the municipality already by the 26th of November 2013. He initially assured me that the house will be complete by the 13nth of December 2013 including having electricity, I spend the whole festive season without electricity and when I talk to the developer he blame the municipality but according to the minucipality there is no account applied for on my behalf by the developer, what frustrates me more is that the developer is on holiday and does not respond to either phone calls or smses and and did not even delegate anyone to take care of this and I cant apply for all of this services myself as I need documentation from him. I am a citizen willing and able to pay for services but I am denied this. please help as I am a frustated and disapointed citizen
