2011 Unabridged Certificate applicat still pending

I applied for an unabridged birth certificate on 24th January 2011 at Home Affairs Randfontein. Since lodging the application I have continually been making enquiries via the Home Affairs Call Centre and the Home Affairs Randfontein to obtain progress of my request. The general response from Home Affairs Randfontein is "the request is with head office, we cannot assist, you must contact the call centre", The call centres general response is "we do not have a record of your application request". After months of no progress or assistance I actually gave up on this application request. I applied again for the unabridged birth certificate at Home Affairs in Harrison Street (JHB) on 3 October 2013 then requested for Home Affairs Harrison street to treat my application as urgent due to my prior request in 2011 and the urgency to apply for travel VISA, whereby I was referred to the Call Centre again. The Call Centre do not have any record of my second request and only have the first request as pending. They then opened a case reference number for the first request from 2011.
I have been calling the Call centre ever since to follow up on the case but have not received feedback.
