Shocking!!!

My Moms property, a retired widower, in Florida has had a faulty meter for the past three months. I reported it when we noticed the water bill jump by 15 times what she normally pays. Since then I have reported the same issue 5 more times (got all reference numbers). I have being to the Municipality in Florida twice and once in Randburg. The water bill gets higher every month and it took the council two months to send a technician to check the meter. The technician just re-read the meter readings and reported back that the meter numbers are corresponding (got email from council for reference). That was not the issue reported and the meter is still faulty and ticking over at a alarming rate. I phoned the call center to followup and re reported it. In the two months that pasted while a technician came, the water bill on the property increased by 80 % After this I got plumbers at my expense to check the property for leaks etc. A few minor issues where resolved and as owners of the property accept the responsibly to fix any issues on the property. My point is it took the council close to three months to send someone out to check the meter. Who has to pay this huge water bill now? SOS
