Tax Administration Act???

I recently filed a tax return via efiling on the 3 July 2013 and received my assessment which said I owed SARS and received another assessment with an additional amount saying that I owed SARS R33000, which I called the call center and after that filed an objection as I was to understand that the mistake was on my part that I had typed in the wrong amount as I wasn't aware that SARS system doesn't take cents. Now after the object I received another assessment and a letter confirming that my objection was accepted, the funny part is that my statement of account shows that I still owe SARS an amount of R10717.43 and this is the penalties I have to pay as according to Jeanette the lady I spoke to there's a new act the "Tax Administration Act" that says that if a person or company submits false information via efiling they will be penalized no matter what the reason may be. Mind you that I had made a mistake that I put in two extra zeros as cents but because of their system not being able to take cents I have to pay a penalty fee. And where was this act issued? I mean really what kind of a system doesn't allow for correction?? My tax number is 1759746140
