EXTRAVAGANTLY HIGH WATER BILL

I submitted a letter from a registered plumber that no leaks are on the premises and as such the water meter reading and/or the water meter must be checked but I have to pay for this test. The cost of this test amounts to about R1000, which is about five times more than my average monthly water bill. How is it possible that a customer must pay for the checking of the supplier's equipment which might or might not be faulty. I fail to understand the customer-supplier agreement or contract in this case. Also I picked up a typo on one of the earlier accounts and upon requesting them to check for typing errors they insisted that there are none. I question this as according to their website it is not the same reader who goes every month to the same property and then it is only the meter reading that is recorded and not the actual consumption used. I would like to think that the municipality must re-check their figures and equipment at own cost in the presence of the account holder. The service delivery is unsatisfactory for a tax-paying citizent who is not in arrears and who would like to know that you don't have to pay for every query you have in order to have it sorted out.
