Human Right Violation

My parents water was disconnected this morning. They are aware that the account is in arrears and arrangements has been made in the past for the account to be settled. They are both not employed and my father is only receiving a pension from his work. My mother is currently not able to get to a the municipal office in Parow due to my father being in hospital and him being the only person who can transport her till there. She has only missed this one payment for last month and the water was cut this morning. I contacted the water department and I told them that no NOTICE was sent to her to say that the water will be disconnected if no payment was made. The office claim that a notice was sent out on the 20th of June which I don't believe because that is what they tell you all the time and that was the first thing I asked my mother if she did receive one when she phoned me. I have brought it under the attention of the person I spoke to Patricia, that if she is aware that the City of Cape Town is not allowed to disconnect peoples water supply, it is against the Human Rights Law and it is violating their human rights. The City is also not allowed to do it without a notice being given.
