SAPS Bakkie (BSX721B) endangering lives of others

On 17 June 2013 at approximately 14:30, an SAPS bakkie (possibly a Ford) with registration number BSX721B was speeding and driving recklessly on the highway approximately 3km from the Schoemanskloof route, just outside of Mbombela (Nelspruit).

The bakkie's lights were not activated, there were 4 occupants in the vehicle, and the driver almost forced me off the road while trying to cut into my lane, simply because he was driving above the speed limit.
I managed to see the bakkie still driving a few kilometres away, and it was obvious he was not heading to some emergency situation - he was merely speeding, driving recklessly and ignoring the rules of the road that he of all people should be abiding by, and endangering the lives of other road users due to his bombastic attitude.

I don't know where else one can report reckless driving by the SAPS - if anyone is aware of a formal complaints directory for the SAPS, please point me in their direction.
