High Water bill

In my area we had a problem with a power failer, and all four houses connected to the same pole had no electricity, actually the electricity was der but very poor, it burned our appliances, radio and motor gates.we had no electricity for about 3 days, after reporting the failer or poor electricity they attended to to our call after 2 days.food was deteriorating from the fridge and after that i was charged an amount of 6000 in total.
my question is that do we need to pay the salaries of the people who attended our call to come and fix the line, or were we supposed to be quiet about the problem and wait for them to come and fix when ever they decide to do checks.at the same time our appliance were burned because of the power failer and we have spent money to fix and buy new ones.why are being billed this huge amount on our water bill for requesting assistance from the city of Tshwane to come and do maintenance on the electricity.
why are we being penalised so much, and where do they think we will get this money to pay for the maintenance done, or maybe we called the wrong people for maintenance, which they need to advice whether we need to fix the line ourselves to avoid this hilarious amount
