Missing straps and below average quality

I recently bought Huggies Gold (size 4) as this is the only nappies my son can use. On opening we noticed that 4 nappies did not have the "straps" needed to close the nappy. A further 5 nappies in the bag did not absorb the urine and leaked. I find it very unfair that we pay so much for a good quality nappy, and yet a total of 9 nappies did not measure up to the quality promised. I have kept the nappies for reference.
