Full payment, incomplete service

My grandmother had security gates made and installed by Nico from Kouga Steel and paid in full (around R6000 - R7000 if I remember correctly). We came to visit and found that the gates were hanging scew so the locks did not work properly and he use bolts that could easily be unscrewed by anyone wanting to enter her house, so what is the point? She had left messages for him to come back an fix the problem, he never came. On 24 Jan 2013 we went to Kouga Steel and asked that it be sorted out that same day so we could check the work before we left Jeffreys Bay. Nico came to straighten the gates while we were out, so at least the locks are working properly. He promised to return the following week to fix the bolts, but today, 3 weeks later, he has still not sorted out the bolts, so the gates are worthless. And it is impossible to reach them by telephone, it is permanently engaged. I would like Nico to sort out the problem immediately, as I am holding him responsible for any or break-ins due to problems with the gates. I call this exploitation of vulnerable elderly people's money!
