Policies not enforced at the FNB Stadium

The no smoking policy is not enforced by stadium management. We attended the Bruce Springsteen concert on 1 February 2014 and people were smoking inside on the pavilion. We asked a security guard to tell the people to stop smoking (after they refused to listen to us). The guard confirmed that they are not allowed to smoke, but refused to do anything else. It is not my responsibility to enforce the stadium's policy (as well as adhering to the law) and more should be done by stadium management to ensure their policy is enforced and adhered to.
