Deliver new boat without seat cushions

I bought a 4.7 RIB from Thomas 1 year ago. (Very nice boat.)
He delivered the boat without the centre console lid, seat and nose cushions.
He offered to send it to me by courier, but I am still waiting.
I paid R3650-00 extra for the centre console and seat that I cannot use.
After many e-mails and telephone call, Thomas said he will collect the console and seat and refund me for it,
but then just ignores / avoids me.
I think this is very bad service.
