No reply, No licence proof despite payment

I purchased my 1st TV licence a few years ago. I only once received my licence disc in the post and all was well. Until I had to renew it annually. i have diligently paid my TV licence every year since but after the first year have never received a new licence disc with valid dates on.
I haven't received ANY post from SABC ever and tried to query on a few occasions why they haven't sent me an updated disc as I don't want to pay for something I can't use. I received an sms on 25 July this year stating my account was in arrears and I tried to call them on their ONLY telephone number 011 3309555 which they NEVER answer and emailed them on the same day with my query. No response.
I got a phone call from debt collectors on Friday 18 Oct stating I have to pay. I told them that they get their client to call me back and handle my concerns first and then I will gladly pay. I got another call from the same company - telling that person the same as I did to her colleague 10min earlier. They gave me same 1 number to call. Told them to report back to SABC to call ME!! SABC - answer your phones and emails!!! Then I'll pay as I always have
