No response, query now 10 months old

Good day

We sold our property last year April 2012. Barnard Khan Attorneys managed the Transfer of the property. Tshwane is being blamed for the delay. I have numerious e-mails to Tshwane and Barnard Attorneys. No positive response, Marna used to be helpful, however, nobody replies to my e-mails or calls.
Tshwane is holding a deposit of R2900.00, and does not want to release the funds to me in person.

Can someone please help??
