Extra money deducted but have issues to refund

In June my debit order was far more than it should be each month. As soon as I queried this, the Call Centre said that they don't have an idea why the debit order was wrong, but will refund the money. After numerous calls to the Call Centre and a lot of airtime on my phone, still I don't have any solution to the problem.
The answers that I received after each call was: The account will be refunded in 14 days. The accounts department must still release the payment. The refund was allocated to another person to investigate. The debit order of July will be deducted by the extra money received.
The debit order for July was my normal monthly instalment, NO REDUCTION AND STILL NO REFUND. Yesterday I insisted to speak to a senior manager/consultant and she said that she will come back to me, yet NO response. The service that I received is EXTREMELY DISAPPOINTING.
