Waiting Period - Fax's never checked

I have included a dependent on my Medical Aid, since Feb 2013 no one a discovery was checking their fax's.
I am now having to pay a medical bill because discovery has a 3 month waiting period, no idea how this affects my dependent has we moved from one medical scheme to another. In Mar after faxing and ensuring that some checks the fax machine my dependent is on medical aid, She needed to go to the dentist, which she did now I have a bill, I suggested my savings been used but they declined, I have decided to now go ahead and cancel my dependent and discovery scores 3months of contributions, I do expect a friendly, helpful person respond to this, has this in no fault of mine that I need to pay the dentist.
