When HOD's just don't care about students

I was accompanying a relative who came to register at Msunduzi FET iv never seen an organisation that has poor servives especially in the education sector, they know very well that kids have the right to education but saddy they always to busy to register them and we'v been told everyday to come back the following day and worse of all today we were told to be here at 8 and now its 11 o clock and still haven't received any help
